Things to do in Kagawa (Takamatsu)
Kagawa is the smallest prefecture in Japan and gets by on two things: udon and Ritsurin Garden. The garden is large, deliberately composed against a forested hill behind it, and takes a good hour. Kotohiragu is up 785 stone steps — people do bring walking sticks, and the shrine at the top is worth the climb.
